Frequently asked questions - and answers! - about Stockton Utilities... Our mission is to provide our utility customers the most efficient and effective service for water, sewer, storm water and solid waste. Our customer service staff open and close utility accounts, explain charges on utility bills, provide information on city utility services and associated special programs. the first or last working day of the month call volumes are higher). City Utility Accounts You may access your account and make payments using our telephone or online 24 hour Account Access systems. Call (209) 937-8295 or logon to www.stocktongov.com. You can have your monthly payment automatically paid from your bank account by signing up for Direct Payment at www.DirectPaymentPlan.com (use Biller # CA476 for City of Stockton Utility Accounts) or call our office to have an application mailed to you. You may now also pay your City of Stockton Utility Bill at any Moneygram location for a small Moneygram service fee. Be sure to take your bill with you and Receive Code: 7271. For a list of Moneygram locations visit www.moneygram.com or call 800-555-3133. Payments may also be made by mail (using the return envelope provided), using your personal online bill payment service or in person at City Hall. Payment drop boxes are located on the North and South sides of City Hall. All unpaid Utility charges are subject to a 10% late charge on the delinquent amount plus 1% per month thereafter.
