Golf Course Information

On August 20, 2019, the City Council authorized the lease of Swenson Golf Course beginning, January 1, 2020, with Kemper Sports Management. The Council also adopted resolutions that will transition the Van Buskirk to other recreational uses, with the golf course closing August 31, 2019.

A committee of community members met to share ideas and make suggestions about how to accomplish the following goals:

  • City of Stockton programs are fiscally sustainable and maximize all community assets to benefit the greatest number of people.
  • A plan is established by the end of 2018 to eliminate the golf program annual subsidy and need for golf course capital improvements.
  • Maintain golf or green space at Swenson and recreation at Van Buskirk.

On May 22, 2018, the City issued a Request for Proposal (RFP) inviting proposals from qualified proponents to operate, maintain and improve Swenson Golf Course and offer non-golf activities, events, and improved venues. Responses to the RFP are due August 16, 2018. Additional important dates are included in the RFP document:

This bidding opportunity ended August 16, 2018.  For additional information about the bid process, including a copy of the Request for Proposals (RFP), please visit the City's Bid Flash webpage and see PUR 18-012 for information specific to the RFP.

  • A timeline with anticipated dates is included in the RFP.
  • This information will be updated when a recommendation is scheduled to be presented to City Council approval.

Golf Financials

Financial statements for the Swenson and Van Buskirk golf courses are available using the link below. The statements are for the full Fiscal Year 16/17, which covers July 1, 2016, through June 30, 2017. Included are individual statements for each golf course and a statement for the combined courses; these statements are provided to the City by KemperSports, the City’s contracted golf course management company.

It is important to note that the individual KemperSports statements do not represent the full cost of the golf courses because some minor costs are paid directly by the City. The first page of the document is titled “Golf Fund Revenue and Expense Crosswalk,” and combines the KemperSports financials with the costs paid directly by the City.

Golf Course Management

The City's golf courses are managed by KemperSports Management, Inc. This agreement was approved by City Council on June 21, 2011, and amended on June 29, 2016.
