The Stockton Police Department Strategic Plan
The Stockton Police Department is an outstanding organization that also recognizes the need and opportunity for continual improvement.
To that end, our Strategic Plan is the result of much collaboration among SPD staff.
We are excited to move forward in pursuit of the goals and objectives included in this strategic plan and are confident this plan's successful implementation will keep the SPD positioned at the forefront of contemporary, effective, law enforcement organizations nationwide.
The Stockton Police Department will focus on accomplishing the following goals over the next three years:
- Reduce crime and blight
- Increase trust between the community and police
- Recruit and hire a qualified, diverse workforce
- Employ staff who are highly trained, knowledgeable, and prepared

Message from Chief Stanley McFadden
Chief McFadden wants to bring transformative change to the Stockton Police Department, create a safe environment for all residents, and establish trust between those who serve the city and those who are the city. He has a proven track record of leading and managing in challenging environments.
His mission is to focus on Organizational Wellness and become the newest community team member in partnership with all communities, to build, sustain and foster new relationships founded on trust and mutual respect while reducing violent crime and improving the quality of life for everyone.

The Traffic Section is open for citation sign-off, VIN verifications, repossession releases, any citation payments or processing, or any vehicle abatement issues.

We will evaluate each complaint on a case-by-case basis to determine if an immediate response is necessary. Health and safety violations are still being addressed.
Rental Property Program
Self-certification packets and declaration forms are being received by mail and are being processed. If you have any rental questions, call (209) 937-8813 or email: RentalProgram@stocktonca.gov
Rental Documents can still be mailed into the office for processing.
